Pandora is the president of Conway Homes Resident Council that helped launch country’s first city-led guaranteed income initiative called Stockton Economic Empowerment Demonstration (SEED), in which 125 local residents in the economically challenged city have received $500 a month for 24 months to spend on whatever they choose. To qualify for SEED, residents must be 18 years of age and live in Stockton, within neighborhoods designated to have an average income of $46,033 or below.
